City of Clearwater's Parks & Recreation Director Kevin Dunbar stated that "parking revenues fund the beach cleanup. Because there are no parking meters on north Clearwater Beach, the seaweed on north beach is only cleaned when there is a health and safety emergency, such as red tide."
