
Los Angeles Becoming “Third World” CityAccording to a report by the Migration Policy Institute, Los Angles is becoming a “Third World” city. The report noted that one third of immigrants have not completed high school and sixty percent to not speak English fluently. Ernesto Cortex, of the Industrial Areas Foundation, raised a similar concern. “The question,” said Cortes, “is [whether Los Angeles is] going to be a 21st century city with shared prosperity, or a Third World city with an elite group on top and most on near poverty wages.” Immigrants are forty percent of Los Angeles’ population.
