Run Down Absent Owner’s Properties

I have a very simple solution to the numerous unkept properties that several communities in California are using to eliminate "eyesores." They have a city ordinance that in basic language states plywood to cover defects, such as window areas, be allowed for only 90 days maximum. We could add that windstorm damage, i.e. hurricanes, be considered on a case basis. This will make un-cooperating owners take same visual action. I suggest heavy fines to force something be done to upgrade the problem.

  I live near a house on 12705 135th St. that myself and my neighbors have encountered for almost two years. The code enforcement unit has a extensive file on this house. The pool is a continuous problem and the boarded up windows have certainly lowered our own house value.

I have discussed this "plywood" idea with Mr. Jensen.
