The Los Angeles Department of Water and Power is set to jack their consumer's electric bills up between 8.8% and 28.4% in order to pay for a solar plan and a 20% renewable energy mandate. According to Gallup, Americans are less worried about each of eight specific environmental problems than they were a year ago and are worried least about global warming.
